Vice Chairman Robert Hormats to be the State Department's undersecretary for economic, energy and agricultural affairs, the White House announced Friday. Mr. Hormats will play a central role in managing Washington's "strategic and economic dialogue" with Beijing, a diplomatic exchange overseen by Mrs. Clinton and Treasury Secretary Timothy Geithner, according to the Wall Street Journal.

Swedes quiz Venezuela on weapons

Sweden has asked Venezuela to explain how Swedish-made weapons ended up in the hands of Colombia's Farc rebels.

Swedish officials said the anti-tank rocket launchers had been sold to Venezuela in the 1980s.

Colombian troops recovered the weapons in a raid on a Farc camp. Colombia has long claimed that Venezuela has backed the left-wing rebels.

The Caracas government denies this, and dismissed the latest reports as an attempt to harm Venezuela.

Could tiny tags replace barcodes?

A replacement for the black and white stripes of the traditional barcode has been outlined by US researchers.

Bokodes, as they are known, can hold thousands of times more information than their striped cousins and can be read by a standard mobile phone camera.

The 3mm-diameter (0.1 inches), powered tags could be used to encode nutrition information on food packaging or create new devices for playing video games.

The work will be shown off at Siggraph, a conference in New Orleans next week.

"We think that our technology will create a new way of tagging," Dr Ankit Mohan, one of the Massachusetts Institute of Technology (MIT) researchers behind the work, told BBC News.

The Bokodes currently consist of an LED, covered with a tiny mask and a lens.

Information is encoded in the light shining through the mask, which varies in brightness depending on which angle it is seen from.

"It is either bright or dark depending on how we want to encode the information," said Dr Mohan, who works for the MIT Media Lab Camera Culture group.

The researchers believe the system has many advantages over conventional barcodes.

For example, they say, the tags are smaller, can be read from different angles and can be interrogated from far away by a standard mobile phone camera.

"For traditional barcodes you need to be a foot away from it at most," said Dr Mohan. .

US Secretary of the Department of Homeland Security Janet Napolitano

NEW YORK - A top US domestic security chief announced Wednesday a strategy to make ordinary citizens the first line of defence against an increasingly multi-faceted terrorist threat.

"For too long, we've treated the public as a liability to be protected rather than an asset in our nation's collective security," Janet Napolitano, secretary of the Department of Homeland Security, said in a speech in New York.

"This approach, unfortunately, has allowed confusion, anxiety and fear to linger."

Napolitano, who also announced an extra 78 million dollars in anti-terrorism funding for 15 mass transit systems nationwide, said modern communications had increased the sophistication of threats since the September 11, 2001 attacks.
